Methodology
  • State averages: Sum of all district enrollments within each state by year
  • National totals: Sum of all reporting district enrollments across the United States
  • Birth matching: County-level birth data matched to districts using primary county designation
  • Percent changes: Calculated as ((end value - start value) / start value) × 100
